At One Open Sky, we ALWAYS recommend that you wear a vest when kitesurfing. It's not a legal requirement, but if you need rescue at sea, insurance does not cover you if you're not wearing a vest. Of course, this should not be the argument for wearing a vest - the vest is meant to help if an accident happens and you are too exhausted, injured, or too far from the coast to swim ashore. Additionally, the vest can be really nice and protect against "impact" from the water when you fall. For kitesurfing, special life vests are made that can be worn while wearing a harness, without the two interfering with each other.
